The value of this resistor is definitely 0.16Ω
The colour bands on it means the following:
Brown, Blue: 16
Silver: Multiplier 10^-2
Gold: Resistance tolerance +- 5%
Red: Temperature coefficient 50ppm/K
The value of this resistor is not very critical, so you can also replace it with the value 0.15Ω or similar.
