To me it looks like tantalum capacitor and not a diode but might be wrong. Any photo of pcb ?

Manufacturer of this component is General Semiconductor. Maybe that will help

Hey,
Looks that this is a transil diode for the input protection in case of an overvoltage or reversed polarity.
I am unsure of the application of the power block so i can't definitely say anything on the breaking/clamping voltage.
