Toshiba Portege X30W (Mobo: FDIASY3 (A4670A)) - Working on battery only

Hello Everyone,
I am looking for help to identify the problem.
I can't find boardview or schematic anywhere to investigate the problem.
Laptop is working on battery only. With power adapter when battery is removed laptop is not powering on. 3.3V and 5V are not present. When USB-C charger is plugged in I have constant 19.6V and 10mA (when I insert battery charging is not working). With and without battery is the same 19.6V and 10mA. I have charged battery on external battery tester so I know battery is accepting charging.
Charger IC is Intersil 9238H. I have measured resistance on on all pins and none of them is short to ground. In standard laptops charger IC was the first one to check. In current generations of laptops I know USB-C power controller can cause the problems.
Has anyone had similar problem please ?

This is not correct motherboard marking code.
The correct one is: FDIASY3 (A4670A)

Measure the voltages to ground on pins 8, 15, 16, 17, 18, 19 of charger chip with the power supply connected to te board.

I have changed motherboard marking code.
Requested voltages to ground with power adapter connected and battery removed are:
on pins 8 (5V), 15 (19.2V), 16 (19.2V), 17 (19.2V), 18 (5V), 19(4.4V).

Measure the voltages to ground on pins 3, 6, 10, 24, 25 of charger chip with the power supply connected to te board.

On pins 3 (17.6V), 6 (1.4V), 10 (1.4V), 24 (3.2V), 25 (4.5V).
Battery disconnected and power cable connected.

This IC has marking: 1285B TI
Producing 3.3V and 5V which should appear on 2 coils on the other side of motherboard.
Can this IC behave different for cable power and battery power ?

I have measured required voltages on pins:
3 (3.3V), 6 (0V), 7 (0V), 12 (17.6V), 13 (5V), 14 (0V), 20 (0V).
Pin no.7 (PGOOD) is only one with low resistance to ground (96Ω).
Is that normal ?

Did you measure with the power supply disconnected from the board?

Measure the voltage to ground on pin 7 of this chip, when the machine works on the battery.

Yes. I have measured resistance when power is disconnected.
With battery plugged in when I press power button I get 3V on pin no.7 after pressing power button and laptop is starting as normal.

Measure the voltage to ground on the power button and on pin 8 of BIOS chip with the power supply connected to te board.

I have tested 2 scenarios:
1. With battery:
3.3V present on power button. On pin 8 of BIOS chip is 0V and changes to 3.3V after pressing power button.
2. Without battery and with power supply connected:
3.3V present on power button. On pin 8 of BIOS chip is 0V and stays 0V after pressing power button.

Are you able to start the machine with the power supply + battery connected?
If so, install a Battery Mon software and post a screen of "Battery Info" with the battery + power supply connected.

Laptop is starting with power cable attached and battery plugged in.
Of course is using battery power only and is not charging.
Below you can see print screen from testing software as requested:

Measure the resistance between listed pins of charger chip:
- Between pin 1 and pin 2.
- Between pin 14 and pin 15.

Measure the voltages to ground on pins 1, 2, 14, 15 of charger chip with the power supply connected to te board.

I have measured required values:
Resistance between pin 1 and pin 2 is 3.2Ω
Between pin 14 and pin 15 is 2.4Ω
Voltages to ground on pins 1 (19.4V), 2 (19.4V), 14 (17.6V), 15 (17.6V) of charger chip with the power supply connected to the board. Battery was removed for resistance measurements and the same for voltages test.

a) Battery + power supply connected.
b) Battery connected only (without the power supply).

Measure the voltages to ground on pins 21, 22, 24 of charger chip in the following cases:
a) Battery + power supply connected.
b) Battery connected only (without the power supply).
c) Power supply connected only (without the battery).
