Hello!
It is 1.8V FLASH memory chip, which could not be directly programmed with TL866.
You should use 1.8V adapter (example on the following picture).
You could also made a simpler version of the adapter by yourself (schematic below). You need 1.8V LDO regulator, 4x schottky diodes, capacitors and resistor. It is necessary to use an schottky diodes, the classic ones will not be ok. Instead of LDO regulator you could supply the memory chip from the service power supply.
In the MiniPro software select the chip "BY25Q128AL (1.8V) @SOIC8", which seems most similar to yours.
If you will get an error that the chip ID does not match, uncheck the "Check ID" option:
