1/it should probably program itself from main bios chip when new(or with erased/empty flash) IT5570e is soldered
2/ you can extract KBC DUMP from main bios yourself - take bios update file from HP support site for your mainboard/notebook model, choose revision you need...run update - extract to :\SWSetup , choose to copy to folder and you have main bios bin...open it using UEFITool NE - there in Bios region, in this case third Padding block is you KBC dump - use Extract and you are done...
