This resistance is definitely too low.
Unfortunately, the PCH part (small core) of the APU hybrid is damaged almost for sure.

Set your multimeter to the diode test mode and measure the voltage drops to ground on data lines of all USB ports (pins 2, 3 of USB 2.0 ports and pins 2, 3, 5, 6 of USB 3.0 ports).

Also measure the voltage drops to ground on data lines of the additional USB port located on the small USB/CardReader board. This small board must be connected to the motherboard during the measurements.

Inject 3.3V from the laboratory power supply to the pad with low resistance of the jumper PJP2. Leave the thing connected for a while (~10 minutes) and then check if any component on the board gets warm. Pay special attention to the PCH part (small core) of the APU hybrid.

Yes, the APU needs to be replaced. Before soldering another one, remove the old one from the board and remeasure the resistance to ground on the jumper PJP2. If the resistance will increase to the high value (kΩ range), solder another APU.

It's impossible to know without the test, but I would try with SR23Y(i5 5200U) or SR342(i5 7200U).

Before powering up the board with a soldered replacement APU, transfer the BIOS ME-region from the donor board's BIOS chip to the BIOS on your board. First make sure the ME-region size on both boards are exactly the same.
