How to upload to KBC only FF. After reading in NCB are FF. But when I disconnect the power from the board and read it, then KBC looks like programmed.

It seems the KBC chip automatically program itself with the content from the BIOS chip after connecting the power supply to the board.

Replace the PCH chip.

I repeated the measurements. After shorting J5 for a second, the voltage on pin93 KBC drops from 3.28 to 0. But after about 3 seconds it returns to 3.28V

That's still not fine.
You can try to replace the KBC chip, but I think the issue is more likely related to the PCH chip.

I replace KBC. On pin 93 KBC, the voltage is 3.28 all the time.

Check that the measurements from post #9 are the same with the new KBC chip.

I noticed that even when I program the KBC batch, it reads completely different than it programs.

Try to do the following:
1) Read the BIOS chip dump with programmer.
2) Replace the embedded KBC chip firmware in the BIOS dump with the one you want to program the KBC with.
3) Reflash the BIOS chip with an edited dump.
4) Reflash the KBC chip with programmer.
