What are an actual resistances to ground on pins 20, 40 on the place of retimer chip U8B2 of the board?

The resistance on 20 and 40 Pins is 13.1ohm and 13.3ohm.

Both resistances seems too low.

Set your multimeter to the diode test mode and measure the voltage drops to ground on highlighted points in the following picture.

Okey a mesure that and:
A = 0.417
B =0.417
C = 0.415
D = 0.415
E = 0.407
F = 0.417
G = 0.421
H = 0.412

The polarity of multimeter is negative to ground and positive to mesured points. When i change it and place a positive of multimeter to ground the score is about ~0.303 at all points

I try to figured out why i have 5v but the 3v is missing

Measure the resistance and voltage to ground on coil L5C1.

Voltage is 0v
Resistance is 275ohm

I noticed, that Q9F2 has 53Ω but the same Mosfet nearby have 54kΩ. The coil L9F1 have 57Ω and 0.0v with power suply conected.
Second thing is the phase Mosfets Q9D3, Q9E3, Q9E1 and Q6F1 have the continuity between Drain and source. I don't know if it's supposed to be like that. The mosfets nearby them (Q9E2, Q9D4 and Q9D2) have no continuity at all. In diode test between gate and drain, i have 0,653v result, and when i swap cables i have 1.915v.

I noticed that U6U1 is hot (~50°C)when entire board is cold.

Edit3:
I remove U4D4, because the resistance on C3D3 was 13Ω. After this the resistance on 20 and 40 pin on HDMI retimer is 6.3kΩ. On coil L5C1 is now 0.35v so the 3.3v is still somekind of missing. The resistance is C3D3 is 12.3kΩ

Can i use different chip on U4D4?

First of all, you counted the pins of chip U6U1 incorrectly. All chips in such a package (SO-8) has a standard pin-count as on the following picture:


And second your voltage measurements on chip U6U1 are definitely wrong.
Pins 3, 5 according to your picture are connected together on the board, but you get different voltages on this two pins. In addition pin 6 according to your picture is connected to the ground, but you get some voltage there, which is impossible.

Remeasure all voltages to ground on chip U6U1, this time with correct pin-count.
Also measure the resistances to ground on all pins of that chip.
