Hi. I have a problem with Inspiron 15. It starts up but without picture on screen only 3 x beeps.
Beside VCC_CORE (PU4701 resistance 150Ω) and VGA_CORE(PL8202 and PL8201 resistance 11Ω) all other voltages are present.

PL4401 - 2.8V (2MΩ)
PL4801 - 1V (76Ω)
PL4501 - 5.2V (120kΩ)
PL4502 - 3.3V (4,8kΩ)
PL4902 - 1.3V (380Ω)

I've checked also ISL95813HRZ it has voltage only on pins:
12 - 5V
13 - 4.8V
18 - 1V
19 - 1V
20 - 0,25V
There is no signal from H_VR_ENABLE so i understand CPU doesn't start this Single Phase Core Controller.
Anything else what I can check?

No it doesn't. What do you think? is it worth trying to replace kbc?

Perform the following measurements, when the machine is turned on:
- Measure the voltage to ground on pin 4 on the place of chip U701 (this chip is not soldered to the board).
- Measure the voltages to ground on pins 10, 100 of KBC chip.

KBC Pin 10 (ALL_SYS_PWRGD) - 0V
KBC Pin 100 (CH_PWROK) - 3.25V
U701 Pin 4 - 0V

Measure the resistance to ground on pin 10 of KBC chip.
Measure the resistance to ground on pin 4 of U701.

Measure the voltages to ground on pins 1, 2, 5, 6, 8, 9, 12, 15, 16, 17, 20 of chip PU4901, when the machine us turned on.

Kbc pin 10 - 0.6Ω
U701 pin 4 - 29kΩ

PU4901
1 - 0V
2 - 1.36V
5 - 0.68V
6 - 1.8V
8 - 1.3V
9 - 0V
12 - 1.36V
15 - 6.56V
16 -3.38V
17 - 0V

I double check everything and yes I made a mistake. Here are correct values:

PU4901
1 - 0V
2 - 1.36V
5 - 0.68V
6 - 1.8V
8 - 1.3V
9 - 1.3V
12 - 5,2V
15 - 6.56V
16 -3.38V
17 - 0V

KBC leg 10 and 0.6Ω is on KBC side.
On the board side it is 11kΩ.

This indicates the damage on the KBC chip, If you measured this resistance with the power supply disconnected from the board.
If so, the KBC chip needs to be replaced.

Of course I measure it without power supply connected. In a meanwhile I desoldered KBC and checked between ground and pin 10 and still has short. I ordered KBC but from China becasue I didn't find any where else it. I hope the chip would be ok and not counterfeit. Thank you guys for your time and pationt.
