Resistance to ground of PL26 and PL29 is 18Ω.

Measure the voltages on all the pins of PU25. PU29.

Vin must be taller. This voltage supplies other DC / DC converters and you have declared them to be functional. Recheck.

Takie jest już na PL10.

Po przeanalizowaniu schematu myślę że napięcie 8.8V jest OK.
Ta jest bateria 7.5V a więc 2s czyli 2 x 3.75V co daje po naładowaniu do pełna 2 x 4.4V czyli 8.8 V.

Gdzie dalej szukać?

Voltages on all the pins of PL21 are the same 5V
Now voltages on pin 3 of PU25 and PU29 are the same 5V

The voltages are correct. There may be a problem on the APU.
Replace the bios and remember to save the old one.
Try a reflow on the APU.
