R369 od strony +15V_ALW - napięcie 13,6V czy nie powinno być 15V?, od strony LCDVCC_ON jest 3,3V jego rezystancja jest prawidłowa.
Q54 nie ma zwarcia pomiędzy 1 and 3 pin jest 39Ohm - elementy wlutowane

That resistance is too low. It should be in kΩ range, so it is a short circuit. Replace Q54.

That voltage is generated by a "charge-pump" circuit, which is not very accurate. The voltage on that power rail also depends on current consumption on that power rail, so it may change a bit after replacing the PQ54. If it will not change, 13,6V is also okay.
