Yes, this chip should contain some data.
Are you sure that the chip is completely blank (just the "FF" through the entire content)? Usually, the first 10-1000 lines are blank, but the following ones contain some data.
You can run the "Blank Check" function with programmer to make sure the chip is really blank.
If the entire chip is really blank, someone probably erased/replaced it.
