Acer aspire E5-411 can't power on

Laptop can't power on. When press power key, power comsumption on DC Power Supply is about 0.145 amp. BIOS flashing can't solve the problem. Voltages to ground on coils are -

PL1 - 0.6V (without battery)
PL2 - 3.3V
PL3 - 5V
PL4 - 1V
PL6 - 1.8V
PL7 - 0.7V
PL8 - 0.7V
PL9 - 1.3V

How about the voltage on coil PL5?

- Measure the voltage to ground on pin 6 of chip PU4.
- Measure the voltages to ground on pins 7, 17 of KBC chip.

After flashing 3 different BIOS files from various websites, laptop is now open with picture. But can't detect HDD and DVD Drive.

Have you transferred the BIOS TXE-region from your old (original) BIOS dump to the new ones that don't work?

No. I haven't transferred the BIOS TXE-region. I try to flash other bios files from inernet and for now laptop can't open again.

PL5 - 0.9V
PU4 pin6 - 1.5V
KBC Chip pin7-3.3V and pin17-3V

And if you go back to the previous BIOS with which you got the picture before? Whether it works again or not?

I go back to the previous BIOS with which i got the picture before and now it's doesn't work.

Replace the BIOS chip and flash it with the dump with which you got the picture before.

I Replace the BIOS chip and flash it with the dump with which I got the picture before. But problem still exit. Laptop doesn't work. No picture. All coils have voltages. Power comsumption on DC Supply is about 0.165 amp.

Measure the voltages to ground on pins 4, 7, 17, 44, 64, 74, 102, 109 of KBC chip.

Pin 4 - 1.8V
Pin 7 - 3.3V
Pin 17 - 2.9V
Pin 44 - 1.8V
Pin 64 - 3.3V
Pin 74 - 3.3V
Pin 102 - 3.3V
Pin 109 - 0V

Also perform the following measurements:
- Measure the voltage to ground on pin 75 of KBC chip.
- Measure the voltage to ground on pin 3 of transistor Q10.

Pin 75 - 3.3V
Pin 3 of Q10 - 1.3V

Everything indicates that the SoC processor is damaged.
You can try to reflow it, but it needs to be replaced for the permanent repair.

Please explain or teach me how you decide SoC processor is damaged. Which things indicate SoC processor is damaged.

All the measurements taken seems to be fine and the BIOS fault is ruled out, so the only thing left is the fault of the SoC processor.
