DELL OPTIPLEX 3050 motherboard DB-MFF-BF NO BOOT

This computer power on with amber power button led and after 10 seconds blinking 2 amber short (pause) 1 amber short.
All voltages are present except four coils near CPU 0V
CPU is cold.

Resistance to ground of those coils see the picture.
Without CPU all value of those coils are fluctuating up and down.

Removing CPU the last time one pin is bent but the fault was before.
Maybe I can repair it.

the socket pin has been damaged now.
There was this motherboard issue just I got the pc and it was unopened.

W sockecie CPU jest wyłamany PIN. Zmierz oporność do masy na wyłamanym PIN-ie. Byćmoże jest on do wymiany (lub cały socket CPU)

As I already told the pin was broken after the issue of blinking 2 amber (pause) and one amber continuously.
So issue was before of pin damaged.

The broken pin is connected to the VCORE of the CPU, so the board should work even without this pin.

Please, post a clear picture of the marked area of the board with visible markings on the chip (picture source: ebay.com):

Measure the voltages to ground on pins 2, 3, 4, 5, 7, 9, 12 of chip PU89001, when the board is turned on with the CPU connected.

2 = 3,3V
3 = 0,5V after 2 seconds 0,7V after 2 seconds 0,5V continuously
4 = 0,5V after 2 seconds 0,7V after 2 seconds 0,5V continuously
5 = 0,5V after 2 seconds 0,7V after 2 seconds 0,5V continuously
7 = 5V
9 = 19V
12 = 1V
